Brief
The development is to provide accommodation to replace the original Police Headquarters facilities at May House and Caine House, the existing Wanchai District Headquarters and Divisional Police Station, and leased accommodation in Wanchai and Tsim Sha Tsui areas previously occupied by other Police Headquarters units.

Composition
The whole complex consists of a 43-storey high tower block for various formations and units of the Headquarters, a 14-storey high block for the Central District and Central Divisional Headquarters. The existing Arsenal House has been retained and linked to the new building as part of the headquarters complex and was renamed as Arsenal House East Wing.

Planning Concepts
- Establish image of a Police Headquarters with dignified entrances and a ceremonial area; - Segregate public related facilities while providing integrated Headquarters complex with security hierarchy; and - Create connections between the existing and new Headquarters building with in the complex.

Functional Considerations
- Vehicular access to Central Police Station at G/F; - Vehicular access to the Headquarters at the higher Transfer Deck level; - The Transfer Deck acts as a connector between existing and the new Headquarters building; - Security control points established at the lift lobby of the Transfer Decks; and - Public facilities are served by independent lift zone and entrance lobby.
